In 2002, a KAWI team consisting of Dr William Kiarie, Dr Ed Karanja, Prof. Thairu and Mr Paul Matogo was commissioned by DfID to do a three month's comprehensive evaluation of the mandate, structures, objectives, functions and programme implementation, including M&E of the National AIDS Control Council (NACC). The critical report reflected the views gathered through the team's interviews with NACC Directors, Officers and Council Members.

Additionally, extensive interviews were conducted with all major media houses and donor partners as well as key NGOs, FBOs and CBOs. During the research, the team criss-crossed the country to interview heads of Provincial, District and Constituency AIDS Control Committees (PACC, DACC and CACC).
